Waiahole Bridge

Hart Crowser is providing environmental and natural resources consulting for the replacement of Waiahole Bridge on Kamehameha Highway on the windward side of Oahu. The project will be conducted in two phases: the first phase evaluates the potential design and temporary bypass options, and the second phase completes the design. Our scope of work in the first phase includes:

  • Biological assessment
  • Wetland determination/delineation
  • Delineation of the stream Ordinary High Water Mark
  • Permitting needs assessment
  • Evaluation of potential environmental concerns
  • Input to the Environmental Assessment, and 4(f) and Special Management Area documentation

Depending on the findings of the first phase, our scope during the design phase could include:

  • Section 7 consultation
  • Army Corps permitting (Clean Water Act Section 404/Section 10)
  • Clean Water Act Water Quality Certification (Section 401)
  • Hawaii Stream Channel Alteration Permit
  • National Pollutant Discharge Elimination System (NPDES) Permit for construction
  • Baseline water quality monitoring
  • Input to construction plans and specifications
  • Phase I Environmental Site Assessment for Right-of-Way acquisition
