Janice Marsters, PhD, PE
Janice Marsters, PhD, PE, has more than 25 years of experience providing environmental consulting services in Hawaii, throughout the Pacific, and on the US west coast. Janice has extensive experience in environmental planning, permitting, investigation and sampling design, and regulatory compliance. She has provided consulting services for a variety of project types, including transportation, waterfront, building, and utility infrastructure, and has provided services for hundreds of design-bid-build and design-build projects. She also helps contractors with environmental compliance during construction.
Janice has provided stormwater consulting expertise to municipalities, construction contractors, and private landowners as they grapple with increasing stormwater regulation. She has a proven track record of developing practical solutions to complex stormwater issues, assisting entities with National Pollutant Discharge Elimination System (NPDES) permit compliance, and negotiating reasonable permit terms with regulators.
Janice has managed hundreds of environmental investigation projects in Hawaii and the Pacific. These encompass many facility types and settings, and include assessment of soil, groundwater, surface water, and/or building materials for contaminants such as petroleum compounds, pesticides, PCBs, furans and dioxins, heavy metals, and asbestos. She has performed human‐health and ecological risk assessments for contaminated properties, and has published on the risk assessment process. She excels at managing large complex projects and long‐term environmental compliance programs.
