Mike Bailey
Senior Principal Engineer

Mike Bailey, PE, is Hart Crowser’s CEO.  He has 34 years of environmental and geotechnical engineering experience, including the past 30 years with Hart Crowser.  In addition to his corporate duties, Mike currently manages multi-disciplinary project teams for a number of clients including ports, government agencies, and the petroleum industry. His geotechnical work has included feasibility assessment, design and specification development for construction and renovation of transportation facilities, mines, major utility infrastructure, and industrial facilities.

Julie Wukelic
Senior Principal Engineer

Julie Wukelic, CEM, CEI, is a leading expert when it involves developing practical and technically sound solutions for cleanup with development.  During 27 years of experience, she has evaluated hundreds of properties that were planned for development, sale, or purchase. Julie assists her clients in assessing the environmental risks and understanding the business aspects of these risks.

William Abercrombie
Principal and Regulatory Compliance Specialist

William Abercrombie has been managing Hart Crowser environmental projects since 1987.  Will specializes in interpreting and implementing environmental regulations and managing the investigation and remediation of hazardous waste sites.  He has been program manager and project manager for projects for the US Corps of Engineers, the US Coast Guard, Nucor Steel, and many other industry clients.  Before joining Hart Crowser, Will was with the Washington State Department of Ecology for seven years, involved with special investigations and hazardous waste programs.



Mike Ehlebracht
Principal Geochemist, Environmental Services Manager

Mike Ehlebracht, LHG, has 23 years of experience in organic geochemistry.  Mike has managed numerous remedial investigations, feasibility studies, and engineering designs at commercial, industrial, and Brownfield sites.  He has served as a member of the Interim TPH Policy Working Group that assisted the Washington State Department of Ecology in developing a risk-based cleanup approach for petroleum-contaminated sites.  He also participated on the Fate and Transport subcommittee that developed techniques for modeling the fate and transport of contaminants in support of developing risk-based soil to groundwater cleanup levels.

Rick Ernst
Principal Geologist

Rick Ernst, RG, has 20 years of experience managing environmental contracts and projects, including contracts for the Port of Portland, the Portland Development Commission, and the Oregon Department of Environmental Quality.  He has supervised characterization and remediation activities at over 100 sites in Oregon and southwest Washington.

Steve Hoffman
Environmental Engineer

Steve Hoffman, PE, has 38 years of consulting engineering experience throughout the United States.  His work experience includes site remediation and hazardous waste management, solid waste management, regulatory compliance, innovative technology development and testing, surface water management, environmental impact analysis, and wastewater treatment.  Steve has managed projects for numerous industrial and private sector clients, as well as the Department of Defense, US EPA, and state and local government agencies. 

Steve Hughes
Hydrogeologist

Steve Hughes, LHG, has over 33 years of experience in consulting.  His expertise includes water supply development; investigation of the extent, fate, and transport of contaminants; and abandoned mine site assessment and remediation.  He has planned and managed small- and large-scale projects requiring the coordination of multidiscipline technical teams and multiple subcontractors.  His projects have included investigation and cleanup of contaminated soil and groundwater sites, development of private and municipal water supplies, preparation of wellhead protection plans, and preparation of Environmental Impact Statements. Project components have included stream channel and riparian zone degradation, salmon migration, hydrogeologic modeling, community outreach, and development of client partnering programs. 

Scott Wright
Senior Associate Engineering Geologist, Manager of Field Services

Scott Wright, LEG, has been with Hart Crowser since its start in 1974, and has been involved in over 4,000 projects.  He supervises our engineering geologists and coordinates field exploration programs, including subcontractor contracts, site utility checks, coordination of street use permits, traffic control plans, and right of entry agreements.  Scott has a thorough understanding of exploration equipment and is very familiar with the exploration subcontractors in the Pacific Northwest.

Roger McGinnis
Senior Associate Environmental Chemist

Roger McGinnis, PhD, has 35 years of experience in the investigation, evaluation, and remediation of contaminated sites.  He is an expert at “fingerprinting” chemical contaminants and applying statistical techniques to help with contaminant source identification.  Roger is a member of the Regional Sediment Evaluation Team Analysis Subcommittee (for the US Army Corps and the Washington State Department of Ecology), which is recommending chemicals for inclusion and appropriate analytical methods for the Sediment/Dredging Guidance that will cover Oregon, Washington, and Idaho.

Leon Lahiere
Senior Associate Geologist

Leon Lahiere, RG, CWRE, has over 27 years of experience.  He has a strong background in field and project management for both small and large projects, including numerous site investigation projects for a variety of private and public agency clients.  Leon has managed projects for the Oregon Department of Transportation, Oregon Department of Environmental Quality, Port of Portland, and Shell Oil. 

Craig Dockter
Senior Associate Geologist

Craig Dockter, PG, has 25 years of environmental consulting and geophysics experience.  Craig manages remediation projects and has designed a variety of remediation technologies for sites involving drycleaners, landfills, gasoline stations, and petroleum bulk terminals.  Craig has managed projects under our Orphan Sites contract with the Oregon Department of Environmental Quality.

Jill Kiernan
Environmental Engineer

Jill Kiernan, PE, has 23 years of comprehensive experience in environmental cleanup and hazardous waste programs, including remediation engineering and regulatory compliance.  She has developed a solid technical knowledge of environmental cleanup methods and technologies for soils, groundwater, air, and sediments; wastewater treatment methods; landfill design and methane gas mitigation; and brownfield and landfill redevelopment.  Project sites have included bulk terminals, wood treating facilities, chrome plating, dry cleaners, gas stations, landfills, railyards, degreasing facilities, battery reclamation, pesticide manufacturing, electric and coal gasification facilities, transformer salvage, aluminum manufacturing, and oil rerefining.

Ross Stainsby
Hydrogeologist and Environmental Specialist

Ross Stainsby, LHG, PMP, has 23 years of professional experience in the environmental field. He serves as Project and Construction Manager for environmental investigation and remediation projects, and stormwater NPDES permitting and monitoring. His remediation designs have included numerous in situ soil, groundwater and soil vapor treatment systems.

Brad Helland
Senior Associate Enviornmental Engineer/Sediment Specialist

Brad Helland, PE, has 19 years of experience.  He has an extensive understanding of sediment issues through his work with the Washington State Department of Ecology. While with Ecology, Brad worked on revisions of the Washington Sediment Management Standards.  He was Ecology’s Technical Lead for numerous industrial cleanup sites that have complex contaminated sediment issues.

Chris Poulsen, PE
Senior Associate Enviornmental Engineer

Chris Poulsen, PE, has 18 years of experience including site remediation, site investigations/characterization, project engineering, and project management. He has successfully managed projects involving soil and groundwater remediation design (CERCLA, RCRA, MTCA), construction management/oversight, stormwater management/design, pollution prevention plans, spill control and countermeasure plans, industrial wastewater treatment plant design, remediation system design, permitting, construction, operation and maintenance and monitoring, feasibility studies, risk assessment, cost estimating, and Phase I and II environmental site assessments.
